Hi SInteg,
You will probably find the following vidoes useful on how the various address books work.

Now - you should be aware, you must submit a search when using Outlook Web Access. Otherwise, every time someone hit the TO button through the web browser, it would have to pass them the list of all your users. That's would be OK if you only have 5 or 10 users, but remember - Exchange was built for 1000's or 10,000's of users. That would take forever over a slow link.
If that's not the problem - give us a little more detail about what is actually happening when you click TO in Outlook Web Access - it might just be a browser issue.

Hi sinteg,
how about if you search that user name in OWA? did you eva tried checking outlook in online mode (Without cache mode only for olt2k3 or higher), if could be possible that olt taking the information from the OAB which is basically downloaded in you client or maybe taking from the local address book which yu migh have created in the outlook earlier...
Okey, here is the deal... is that user is located int he local exchange server or is it a kind of contact? or a DL? what happens if you type that user's email address manually and then send an email..
i am pretty sure if the user is internal you'll get NDR or if the user is external then the email will delivered.
